This paper focuses on the activity of a housing company, based on an interview in February 1996. From the very day of the quake, staff of the housing company visited their customers' houses to check the damage. In a sense they had to function like firemen in their ordinary work. The number of staff increased by over 3000 within a week. After finishing the check within a month, the company repaired the houses where necessary. For some houses, improvements were made to the ground. The company has a section for researching and developing the methods for constructing houses in a manner appropriate to ground conditions, because in Japan there are areas of soft ground and these suffer in natural hazards such as typhoons and earthquakes. At the same time during this period, staff were busy with voluntary activities, supplying food and water to the people in the affected area. Six months or so after the earthquake, the company started constructing houses for their new customers. They were very anxious about the safety of the inner structure of the houses, so they advised customers, for example, to fasten down furniture. But these customers were those with a high standard of living. There are many others without sufficient financial resources to rent or buy land or to construct or rent houses. The company has been continuing the creation of an area of safety. But from their point of view, this is a work beyond the scope of individual housing companies.
